Compliance Monitoring & Safety Manager

Our client is a part of the global company, an Authorized Maintenance Repair and Overhaul Center for the Rolls-Royce Model 250 and RR 300 helicopter gas turbine engines, actively looking for an experienced Compliance Monitoring & Safety Manager.

Location: Hal Far, Malta.


Responsibilities:
  • Ensure that the Part 145 & Part 147 activities of the organisation are monitored for compliance with the applicable requirements and any additional requirements as established by the organisation, and that these activities are carried out properly under the supervision of the nominated persons.
  • The main focal point for the development, administration, and maintenance of the organisation’s safety management processes.

Main Duties:
  • Ensure that any maintenance contracted to another maintenance organisation is monitored for compliance with the contract or work order.
  • Ensure that an audit plan is properly implemented, maintained, and continually reviewed and improved.
  • Ensure that any observed non-compliances or poor standards are immediately brought to the attention of the person concerned and that any corrections and corrective actions are requested as necessary.
  • Issue / renew or cancel company approval and certification privileges to aviation personnel.
  • Monitor the periodic checks that are made on all inspection tools and the periodic calibration for precision test equipment used by the organisation.
  • Ensure that OJT log-books and technical records are completed / updated as appropriate.
  • Ensure that personnel are trained as per regulatory and company requirements and maintain a record of training and experience of aviation personnel.
  • Review and amend the MOE, MTOE and other related company publications and submit for approval as necessary.
  • Monitor applicable Aviation Regulations, Airworthiness Directives and Aerospace Standards for any amendments and take actions as necessary.
  • Maintain required company approvals and certifications and obtain new ones as necessary.
  • Facilitate hazard identification, risk assessment and management.
  • Monitor the implementation of actions taken to mitigate risks, as listed in the safety action plan, unless action follow-up is addressed by the compliance monitoring function.
  • Provide periodic reports on safety performance to the safety review board.
  • Ensure the maintenance of safety management documentation.
  • Provide advice on quality and safety matters.
  • Ensure the initiation and follow-up of internal occurrence investigations.

Skills & Knowledge Requirements:

  • 5 years of relevant work experience, of which at least 2 years should be from the aeronautical industry in an appropriate / similar position.
  • A relevant engineering or technical degree, or an aircraft technician or maintenance engineer qualification preferably in the aeronautical industry.
  • Knowledge of the applicable regulations such as Part 145, Part 147 & Part 66.
  • Be able to demonstrate relevant knowledge, background and appropriate experience related to the activities of the organisation.
  • Practical experience and expertise in the application of aviation safety standards and safe operating practices.
  • Knowledge of human factors principles.
  • Applicant should be a team leader who has good planning, organizational and communication skills.
